Member Support Question – Mandatory tenant insurance

One of our tenants recently caused a flood in his unit. He left his window open when he went away and the pipes in the unit froze and burst. We are considering making tenant insurance mandatory for tenants. Are we allowed to do this? What are some of the pros and cons of requiring insurance? What can we do if tenants do not comply?
